EPA’s Renovation, Repair and Painting Rule:

Will Your Contractors and Subcontractors Be Ready to Comply?

On April 22, 2010, the US Environmental Protection Agency’s (EPA) Renovation, Repair and Painting Regulation (RRP Rule) will become fully effective and enforceable.

The RRP Rule requirements will apply to all “renovations” (including many typical housing maintenance and repair activities) for “compensation” in pre-1978 “target housing” and pre-1978 “child-occupied facilities” (including daycare centers) where lead-based paint will be disturbed by the work.

To comply, legal entities performing these “renovations,” including third party property managers and residential rental property owners, will have to apply to EPA to become “Certified Renovation Firms.”  Additionally, the firms’ workers will have to be trained as “Certified Renovators” by EPA-accredited training providers or receive on-the-job training in lead-safe work practices from Certified Renovators.

Has your company begun preparing for compliance?  Also, will your contractors and subcontractors be ready to comply?

With the increasing awareness and need to document compliance with EPA certification, CONNOR Institute has developed the attached draft letter to your contractors and subcontractors.  The letter, which should be individually edited to meet your needs, is intended to inform the trades that work on your regulated properties about the requirements of becoming a Certified Renovation Firm as well as having trained and Certified Renovators assigned to jobs at your properties.  Additionally, the letter can serve as a starting point to assist in collecting the necessary compliance information from firms that you hire, which will enable you to communicate the EPA Rule’s requirements to your vendors.

To further assist you in getting your employees and your contractors’ and subcontractors’ workers trained, CONNOR Institute, an EPA-accredited training provider, is offering the EPA Certified Renovator Initial full-day classes on an open enrollment basis across the country.  Registration is $250/student, which includes all training materials, a light lunch, and morning and afternoon refreshments. To select and register for one of CONNOR Institute’s EPA Certified Renovator classes, click on this link: www.connorinstitute.com/classes/rrp.aspx.

CONNOR Institute can also arrange for EPA Certified Renovator Initial training classes specifically for your employees and contractors’ and subcontractors’ workers.  To discuss scheduling a class or classes for the benefit of your company, please contact Jack Anderson at janderson@connorinstitute.com for more details.
